Our client is a leading financial institution with a highly regarded Risk & ALM function, seeking a Risk Control Officer to join the team. It is essential that you can speak fluent Mandarin for this position. This is a pivotal position for an experienced risk professional who can operate confidently within a second-line environment and provide high-quality oversight across Enterprise Risk, Operational Risk, and Liquidity & Interest Rate Risk.
The Risk Control Officer will support the Enterprise Risk Team and act as a key part of the second line of defence. The role focuses on strengthening the Bank’s Enterprise Risk Management framework, enhancing liquidity and interest rate regulatory reporting, and offering robust challenge to operational and liquidity risk management activities across the organisation. This is a highly analytical role requiring strong judgement, precision, and the ability to engage effectively with senior stakeholders.
Key Responsibilities
Enterprise & Operational Risk
• Deliver Enterprise Risk operational plans, ensuring timely completion of ERM activities and reports.
• Support senior leadership in producing Head Office ERM assessments and associated reporting.
• Guide departments in identifying, assessing, and managing operational risk; escalate risk-acceptance matters when required.
• Maintain and enhance operational risk management policies, standards, and documentation.
• Oversee operational risk incident management, including root cause analysis, countermeasures, reporting, and risk-acceptance processes.
• Update and monitor key risk indicators and controls as the Bank evolves.
• Ensure all operational risk documentation, registers, KRIs, and policy records are accurately archived and maintained.
Liquidity & Interest Rate Risk
• Produce regulatory liquidity and interest rate risk reports for both the Subsidiary and Branch.
• Conduct liquidity risk monitoring, including LCR, NSFR, currency limits, forecasting and daily liquidity position analysis.
• Evaluate liquidity impacts of maturities, new liabilities, and off-balance sheet items, and recommend solutions that align with internal limits and regulatory requirements.
• Propose liquidity risk appetite and limits, and maintain core liquidity risk policies (e.g., Liquidity Risk Management Policy, Liquidity Stress Testing Policy).
• Deliver periodic liquidity stress testing and review assumptions and scenarios.
• Identify, escalate, and report emerging liquidity risk issues to senior management.
• Advise departments on liquidity risk matters, escalating risk-acceptance topics where needed.
• Assess liquidity and operational risk for new products and services.
• Promote liquidity risk awareness and provide training across the Bank.
• Contribute to annual ILAAP, ICAAP, Recovery Plan and Pillar 3 updates.
• Lead on RFR (SONIA/SOFR) oversight within the second line.
• Coordinate liquidity incident monitoring and reporting.
Skills & Experience Required
• Minimum 5 years of experience in operational risk and enterprise risk management, with strong understanding of risk methodologies.
• FRM or CFA certification preferred.
• Strong knowledge of regulatory requirements applicable to risk management within a financial institution.
• Proven ability to produce accurate, insightful, and actionable risk reports and recommendations.
• Strong stakeholder engagement skills and ability to work cross-functionally.
• Excellent written and verbal communication skills in English and Chinese.
• High level of discretion, sound judgement, and professionalism.
• Ability to manage complex risk projects and deliver within agreed timelines.
• Strong Excel and PowerPoint skills; knowledge of internal risk systems advantageous.
