POSITION SUMMARY
This position involves management and administrative responsibilities in support of the leadership of the Water and Sanitary Sewer Division within the Department of Public Works. Duties include directing and overseeing all programs, repair and maintenance activities, emergency operations, and capital improvements for the Division. This position may serve as the City’s responsible water operator in charge. The role also includes assisting Divisional leadership with planning and budgeting tasks. Additionally, this position provides supervisory oversight for both routine and emergency operations, as well as the maintenance of the city's water production, treatment, and distribution systems, along with the sanitary sewer collection system.
This position serves under the supervision of the Assistant Director of Public Works. The Assistant Director of Public Works reviews work through conferences, observations, and reports for overall program effectiveness. This position is responsible for direct supervision of the Senior Water and Sewer Utility Operator, Water and Sewer Utility Operators, and Water & Sewer Administrative Assistants.
This position is a full time on-site position reporting to the City of Batavia's Public Works building.
A typical work schedule for this position is Monday to Friday 7:00AM-4:00PM.
Hiring Salary Range: $98,588 - $115,766 DOQ
Full salary range: $98,588 - $135,939
Pay grade 18 on the City of Batavia's 2025 wage and salary ordinance exempt with excellent benefits.

ESSENTIAL DUTIES & RESPONSIBILITIES
Responsible for ensuring safety for all personnel and compliance with all applicable IDOL and OSHA regulations; assists in the development of safety standards and procedures; instructs employees on safe work procedures; and oversees personnel safety training initiatives.
Responsible for ensuring adequate potable water supply for the citizens of Batavia; maintains compliance with all applicable county, state and federal testing and reporting requirements; adherence to all applicable laws.
Plans, reviews, and schedules maintenance, repair, and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met and that work is performed in a safe, efficient manner and in accordance with standard operating policies, practices, and procedures.
Reviews permits for work within the City’s right-of-ways, new developments, redevelopments and special events.
Responsible for oversight of maintenance of all City interceptor and collector sanitary sewers including cleaning and televising, repairs and construction and administration of the annual I&I reduction programs.
Assists the Asst. Director with preparation of the annual budget for the water and sewer division; researches and assists with preparation of specifications for capital and maintenance projects as well as the purchase of budgeted equipment, materials, and supplies.
Responsible for working collaboratively with administrative and engineering staff to assist in the development of long-range capital improvement and maintenance plans and policies.
Responsible for oversight of the operation and maintenance of all wells and water treatment facilities within the City including all pumps, valves and other controls.
Responsible for ensuring compliance with all chlorination and fluoridation requirements and safeguarding of the quality of water through proper sampling and testing in accordance with all federal and state mandates and regulations.
Responsible for oversight of the repair and replacement of water mains, valves and hydrants in compliance with state and city regulations and standards.
Responsible for maintaining the water system operational and maintenance records and reports and determining changes and improvements required to operate a modern and reliable water system.
Responsible for oversight of the city’s Capacity, Management, Operations and Maintenance (CMOM) program.
Provides general oversight of Water and Sewer Division capital projects. Ensures contractor compliance with time and budget parameters.
Oversees the operation and maintenance of all Water and Sewer Division equipment and vehicles
Provides effective and efficient customer services and promotes and maintains responsive community relations including requests for information and assistance from citizens, other City departments, and outside agencies and organizations.
Evaluates performance of Senior Water and Sewer Utility Operator and all other Water and Sewer Utility Operators; trains and instructs employees in job practices, methods of work, public relations in the field and safety. Motivates personnel to achieve maximum efficiency and strives to maintain positive morale.
Assists with review and development of policies and procedures for the Division, including operational/risk management policies and policies for the management of emergency scenarios and associated recovery operations.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS – EDUCATION & EXPERIENCE
Graduation from high school (or GED). Completion of some college-level coursework is desired. A minimum of seven to ten years of operational supervisory experience directly related to repair, maintenance, operation, and construction of public water production, treatment and distribution systems. Extensive experience with groundwater treatment, highly preferred. Thorough knowledge of sanitary sewer collection systems; or any equivalent combination of training and experience to meet the minimum required knowledge, skills and abilities,
MINIMUM QUALIFICATIONS - KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of the occupational hazards and safety precautions associated with public works maintenance and repair projects.
Thorough knowledge of the principles, practices, and techniques of public water system and sanitary sewer collection system operations, maintenance and construction work.
Considerable knowledge of the principles and practices of personnel management and employee relations including the ability to lead and motivate employees.
Considerable knowledge of heavy and light construction equipment and of surface and underground construction methods.
Knowledge of the principles and practices of civil engineering and survey work, and related plans and specifications such as the ability to read and understand maps, plans and blueprints.
Knowledge of electrical, plumbing and building procedures.
Knowledge of long-term capital improvement planning.
Knowledge of municipal budgeting.
Ability to plan, coordinate, direct, supervise, and evaluate the work of crews involved in varied maintenance, repair, and construction projects and to evaluate projects for adherence to specifications and deadlines.
Ability to recognize water quality problems and to take corrective action.
Ability to diagnose equipment malfunctions.
Ability to read, understand, and apply governmental rules and regulations applicable to water production and treatment.
Ability to perform tests and mathematical calculations to meet regulatory requirements.
Ability to establish and follow budgetary guidelines
Ability to effectively organize and allocate resources to solve problems.
Ability to develop plans and specifications for project accomplishment.
Ability to create and maintain computerized records and reports.

SPECIAL REQUIREMENTS/QUALIFICATIONS
Possession of valid State of Illinois Commercial Driver’s License Class B with Air Brakes endorsement .
Possession of an Illinois EPA Class A or B water operator’s certificate.
Ability to obtain a Collection System Operator Certificate from the Illinois EPA.
Possession of, or ability to obtain, trench shoring competent person qualification, confined space certification, flagger certification, or other certifications as assigned and directed by the Assistant Director of Public Works.
PHYSICAL DEMANDS/WORK CONDITIONS
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.
The employee must occasionally lift and/or move up to 25 to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
At times, this position may work outside. While outdoors, the employee occasionally works in inclement weather conditions, near moving mechanical parts, high, precarious places, wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet in the office to moderate outside.
